I can answer the above because I do out of pocket TNR- I dont cut ot ‘tip’ the ears but in areas with a large cat population it avoids retrapping the animal- you can tell at a glance that a cat has been fixed. You can tell a male cat has been altered if they are in the right position but with females it is impossible to know 🙂
